Purpose: The purpose of this document is to publish Bellevue Homeschool Enrichment & Tutorials (BHSE’s) policy and procedures to ensure the accountability and safeguarding of BHSE students while those students are under the cognizance of BHSE.
(1) Oversee daily operations
(2) Supervise Staff, Tutors and Aides
(3) Provide assistance to teachers while teachers are conducting classes (e.g., if a student sustains an injury while in class, the teacher may obtain assistance from the Director(s) to contact parents/guardians or emergency personnel to address the student’s injury)
(4) Lock up BHSE areas at end of day
(5) Ensure Incident Report Forms are completed and incidents are reported to appropriate personnel in cases where there is a real or apparent breach of student accountability or safeguarding
(6) Require all BHSE Director(s), staff, tutors, aides and volunteers to undergo a state and nationwide criminal background check and thorough internet search.
Staff:
(1) Oversee students’ check-in and check-out
(2) Maintain student documents relevant to this policy such as each student’s Pick-Up Permission Form and Medical and Emergency Information Form
(3) Maintain first aid kit at central location
Tutors:
(1) Protect/safeguard students
(2) Oversee classroom operations
(3) Maintain attendance records in each class
Aides:
(1) Protect/safeguard study hall, lunch and recess students
(2) Oversee study hall, lunch, and recess operations
(3) Maintain accountability of BHSE students during BHSE class days
Official Time: The official time is the time indicated on cell phones.
Student Check-In: Each student shall be accompanied by a Parent/Guardian or Authorized Person (indicated on the student’s Pick-Up Permission Form on file with the BHSE Director(s)) at check-in.
(1) First Period
(a) Parents/Guardians/Authorized Persons shall not check-in students prior to 15 minutes before their scheduled class time.(b) Each student shall be checked in at the foyer computers with the staff on duty.
(c) Elementary students will gather in the Auditorium for the Pledge of Allegiance and prayer. Afterward, tutors will escort students to respective first period classrooms.
(2) Late check-in
(a) Parents/Guardians/Authorized Persons shall check-in students with the BHSE Director(s) no earlier than five minutes prior to the start of class.
(b) Parents/ Guardians/ Authorized Persons shall escort students to class
Classes
(1) Tutors shall take attendance at the outset of each class. Tutors shall obtain BHSE Director(s) assistance to investigate and resolve problematic student absences (e.g., at time of taking attendance, a student is absent that was in attendance at the class immediately preceding the class)
(2) Tutors may not release students early from class without prior approval from Staff.
(3) Tutors are responsible for timely dismissal of students from classes.
(4) Tutors are responsible for the safety and accountability of students during the times between classes to include monitoring hallways and stairways.
Lunch
(1) Lunchroom Monitors shall oversee student activities during lunch
(2) Pre-K and Kindergarten children will eat lunch in their classroom
(3) 1st - 6th grade students eat lunch from 10:40am - 11:15am.
(4) 7th -12th grade students eat lunch from 11:30am - 12:30pm.
(5) 7th -12th grade students may eat lunch outside on nice days. All trash will be deposited in the lunchroom at the end of the lunch period.
(6) Food and drink consumption (except water in bottles with closed lids) is to occur only during lunchtime and only in the designated lunch area.
(7) Spills need to be reported immediately so that they can be cleaned.
(8) Students may play during recess only in areas within observation and supervision of a tutor or aide.
(9) Lunchroom Monitors are responsible for timely dismissal of students from lunch.
(10) Tutors are responsible for the safety and accountability of students during the times between lunch and classes to include monitoring hallways.
End of Day Clean Up: The BHSE Director(s) and Staff are responsible for the accountability and safeguarding of students participating in clean-up activities.
Practical Service: 7th - 11th grade students will sign up for a practical service job in order to help keep PCoC clean.
Student Check-Out: Each student shall be picked up by a Parent/Guardian or Authorized Person (indicated on the student’s Pick-Up Permission Form on file with the BHSE Director(s)) at check-out.
(1) Prior to last period, Parents/Guardians/Authorized Persons shall check-out students from the BHSE Director(s) or staff.
(2) Last Period (End of Day): Parents/Guardians/Authorized Persons shall check-out students from the student's last period tutor.
(3) Students under the age of 13 will not be allowed to check-out themselves or wait outside to be picked up.
(4) Students 13 years or older, are eligible to check themselves, and their siblings, in and out of BHSE following the same procedures as listed immediately above, and those listed here. The teen must be mature and responsible enough to follow BHSE’s Arrival & Dismissal policies, acting in place of the parent to supervise themselves and/or siblings. The teen is included in the family’s Pick-Up list. The teen must proceed directly to their vehicle or their ride’s vehicle. If the ride has not arrived, they must either sit at the benches in the front entry or return inside the foyer. If a non-driving teen is signing out younger siblings, then teen will go first go alone to the parking lot to check if their ride has arrived. If not, they and their siblings will wait in the foyer until the ride arrives.
BHSE reserves the right to revoke this privilege if the teen is observed not following BHSE supervision policies or is not acting responsibly and safely.
Restrooms
(1) Groups: Students are permitted to take restroom breaks as a group with permission from a tutor or aide.
(2) Individuals: A student is permitted to use a restroom individually so long as he/she obtains permission from a tutor, aide, or staff member.
(3) Individual students are never to be accompanied to the restroom alone with an adult or older student.
Injuries and Illnesses
(1) The BHSE Director(s) or staff shall be contacted for assistance in cases of student injuries and illnesses. The BHSE Director(s) or staff shall take appropriate action to contact parents and/or emergency personnel, as well as administering basic first aid.
(2) While a student is under the care of the BHSE Director(s) or staff, he shall not be alone with the adult. Either an additional student or adult shall be present.
Student Discipline: Student discipline must be administered in accordance with the BHSE Code of Conduct
(1) Procedures for maintaining accountability of BHSE students during BHSE activities at PCoC other than class days: The same principles and intent implied by the above Paragraphs 1 through 4 apply during BHSE activities at PCoC other than class day activities.
(2) Prohibited Activities/Locations. Students are not permitted
Child/Teen Safety Policy
BHSE is strongly committed to providing a safe and secure environment. Since no organization can assume their group is risk-free from child abuse, including sexual abuse, BHSE has adopted the following Child/Teen Safety policy to provide guidance for BHSE tutors, parents, teens and students so they can maintain a secure and safe environment.
Child abuse will not be tolerated at any of BHSE’s class days, events or activities.
Definitions:
A) BUILDING SECURITY is maintained through BHSE’s sign-in & sign-out policies which:
Entry in to or out of the building primarily occurs through the front foyer doors, adjacent to the Volunteer’s table in the lobby. These doors open at 7:45am and are locked at 9:15am. Doors will be unlocked at 2:45pm and locked at the end of the tear down period.
B) ACCOUNTABILITY:
(1) All BHSE tutors, private lesson or tutoring instructors are required to authorize a background check by BHSE Director(s) and understand that an annual, random internet search will be performed.
C) SAFETY IN NUMBERS: BHSE’s agreement with PCoC states that ALL students shall be supervised at ALL TIMES by an adult.(1) All adults and teens will avoid being alone with an unrelated child/teen at any time in any enclosed or unobservable area.
(2) At a minimum, two unrelated adults and one student OR one adult and two students shall be in any enclosed or unobservable area OR move to an area where another unrelated person is present and can easily observe and listen.(3) Teachers and Study Hall monitors will keep classroom doors open between classes.
(4) If only one student is present, the teacher or Study Hall monitor and the single student will EITHER ask another unrelated person to sit in the classroom OR move to a space where they may be observed by an unrelated person for the duration of the class period.
Some appropriate choices are:
Teens are an invaluable asset to BHSE’s program. To ensure their safety, when working with children or an adult, a teen will work with at least one adult as an aide or volunteer in the classroom. Prior approval from BHSE staff and the tutor is required.
Additionally:
(1) Teens over 13 years old may provide grade K-4 Lunch & Recess supervision.
(2) Any teen may be a teacher’s classroom assistant or be assigned to lead a group of K-4 students from one classroom to the next.
(3) Supervising adults or teens will prop the foyer bathroom doors open whenever:
D) COMMUNICATION between adults and students will follow Safety in Numbers principles.

- Applicability: This policy applies to all persons participating in a BHSE event while at Pegram Church of Christ (PCoC). The protection applies only to BHSE students while they are participating in a BHSE event at PCoC. For BHSE events (e.g., field trips) that are conducted away from PCoC, each student’s parents/guardians are responsible for the student’s accountability and protection. Note that although Pegram Church of Christ owns the facilities and property that BHSE uses for its classes, BHSE is a separate and distinct entity; therefore, BHSE is ultimately responsible for BHSE Student Protection.

- to handle sharp knives and sharp utensils
- to use PCoC stoves, refrigerators and microwaves
- to climb or stand on furniture such as chairs and tables
- to wander around BHSE/PCoC buildings and property by themselves
- to go to the nearby creek, railroad tracks or woods
- to access the kitchen pantry or kitchen restrooms
- to climb, stand or sit on the big rocks
- to bring knives, weapons, alcohol, cigarettes, drugs, pornography or any other illegal substances on PCoC premises

- (3) ALL parents or teens that provide or assist with supervision of students in ANY capacity during ANY BHSE activities must read this policy, understand the procedures and agree to apply and comply with all parts of the policy.
- This includes, but is not limited to:
- Study Hall monitors or Lunch & Recess supervisors
- Teachers’ substitutes or assistants
- Adults/teens leading or guiding K-4 students between classes
- Adults/teens assisting at extra drama rehearsals and/or backstage
C) SAFETY IN NUMBERS: BHSE’s agreement with PCoC states that ALL students shall be supervised at ALL TIMES by an adult.(1) All adults and teens will avoid being alone with an unrelated child/teen at any time in any enclosed or unobservable area.

- (2) If a teacher contacts a student at home, they will include or copy the parent in the communication.
- (3) Any BHSE parent coordinating an activity directly with students, such as the Yearbook, will use the above guidelines when communicating with students.
